Jade Gong, MBA, RN
VICE PRESIDENT, STRATEGIC INITIATIVES

Jade GongJade Gong is nationally recognized in senior care programs, with expertise in the financing and operations of managed long-term care programs. As vice president of strategic initiatives for Health Dimensions Group, she assists health systems, long-term care organizations, and other health care entities to develop more integrated models of care for seniors that align with new incentives and opportunities as a result of health care reform.

Most recently, Gong was vice president of public policy for the National PACE Association, where she successfully led the association’s collaboration with the Veteran’s Administration to become a payor for PACE service for veterans who would otherwise go to a nursing home. She also served as the association’s expert on Medicaid payment methodologies and funding for health information technology and provided technical assistance to rural PACE programs.

Prior to joining NPA, Gong had been vice president of consulting at Health Dimensions Group, where she created the PACE Technical Assistance Center, and directed numerous PACE feasibility studies in urban and rural areas, operational reviews of PACE programs, and strategic planning. She also has considerable experience in senior care planning for health systems and in developing feasibility studies for state veterans’ homes for long-term care and adult day health care.

Gong is nationally recognized in her ability to understand the financial and operational impact of Medicare and Medicaid reimbursement policy on post-acute and long-term care providers and is a sought-after speaker for national meetings.

She has distinguished herself in many areas of senior services in health care including:

  • Strategic and business planning for senior care programs that are aligned with emerging Medicare and Medicaid trends.
  • PACE feasibility studies and operational reviews.
  • Analysis of the impact of Medicare and Medicaid polices on post-acute and long-term care providers.
  • In-depth knowledge of veterans’, home- and community-based, and long-term care programs.
  • Successful implementation of a variety of senior care programs.

Gong has served on the congressionally mandated Geriatrics and Gerontology Advisory Committee of the Veteran’s Administration. She has testified before Congress on how to provide long-term care to the nation’s veterans, was a 2006 at-large delegate to the White House Conference on Aging, and is published on a variety of Medicare and Medicaid topics.
